Fewer mines means safer tiles but a slower-growing multiplier. More mines inverts both.

Each safe reveal increases the multiplier by an amount that depends on mines remaining and tiles left.

How many mines should I set?
Whichever variance you want. One mine gives long safe runs and small multipliers; twenty-four gives a single coin-flip at a huge multiplier. Expected value is identical.
Do mines stay in the same place between rounds?
No. Positions are regenerated every round from the provably fair seeds.
Is there a pattern to where mines land?
No. Any pattern you notice in past rounds is noise, and acting on it does not change your odds.
